What are the people standing on street corner pointing at ground in Baltimore City doing?

I recently moved to Baltimore City and have seen people holding their arms out on and pointing at the ground or waving at the wrist. Any idea what they are doing? I have a feeling its either buying or selling drugs?

1. Not to sound silly, but if you think it has to do with drugs, a call to the local police department could answer that for you. If it's not related to drugs, then you will be being safe rather then sorry later on.
2. What kind of neighborhood? If it is middle eastern then they may be hitchhiking. That is the action many middle eastern use instead of thumbing it. In my city in Black neighborhoods, it is offering drugs for sale.
